I admit to combining step one and two very early, noting down all of my other meals too but not moving to step three until one and two were firm habits
In retro, probably the most useful step of all to me was the breakfast one.
Once it became a good habit it was the lunchinag for the next changes and improvements.
Now I can't believe all of those years when I went to work on an empty stomach or one slice of toast and ended the day with a whole evening of munching.
