Wow I've never run into that so I'm going to tell you what I'd try in that situation.

The E is Internet Explorer. First, try to get to Internet Explorer another way. Click Start, and then go to Programs, and find the E (which is Internet Explorer) and click on it. If that works, then you can just update the shortcut on your desktop (we can tell you how so let us know if you need help with that).

If that doesn't work, the next thing I'd do would be to download and reinstall Internet Explorer. I have reinstalled IE with no problem in the past so I don't think it's a big deal. If you go to http://www.microsoft.com there is a Downloads link and you just follow the instructions.

Now the trick is, how do you get there? Hmmm! Do you have Netscape installed too? If so, you can go to microsoft.com using Netscape. If you have no way to get to the web, call your Internet provider and see if they can send you a disk with IE on it that you can install.
